In 1990, 32 million people over the age of 5 in the United States spoke a language other than English in their home. By 2000, that number had risen to nearly 47 million, meaning that nearly 18 percent of the total U.S. population speaks a language other than English at home. And that number will continue to grow.
This growing number places tremendous demands on schools with large numbers of students whose home language is not English. Under No Child Left Behind, states and school districts must show adequate yearly progress by English language learners.
